The Manual on Uniformed Traffic Control Devices (MUTCD), Chapter 6 (Temporary Traffic Control), in the version adopted by the Texas Department of Transportation shall govern the operations of all contractors, subcontractors, public utility companies, including, but not limited to the El Paso Public Service Board/El Paso Water Utilities, railroads, state and city agencies and any other person who is engaged in work subject to the MUTCD within the city.
