§ 12.44.050. Angle parking—Offset parking.

    That the city council may determine by resolution what streets may be designated by curb setbacks within the right-of-way to accommodate angled parking; provided however, that no such curb setbacks shall be provided within the right-of-way of any street which carries more than four thousand vehicles per average day, nor upon any street which carries more than five hundred vehicles per hour for any consecutive three hours of an average day.

    B.

    When such curb setbacks are permitted, adequate provision shall be made for the free and unobstructed passage of pedestrian traffic.
