§ 9.84.010. Storage and use of manure and compost.

    Definitions. As used in this section:

    1.

    "Compost" means the product resulting from the decomposition and stabilization of organic matter by biological action.

    2.

    "Manure" means undecomposed or partially decomposed animal feces.

    3.

    "Organic material" means decaying but not fully decomposed plant matter.

    4.

    "Composting" is a managed process that promotes the decomposition of organic material by biological action.

    B.

    Sale, Storage and Use Prohibited. No person shall sell or store manure within the city, nor shall manure or organic material be used as a fertilizer or soil enhancer, unless first composted.

    C.

    Backyard Composting Allowed.

    1.

    Individuals shall be allowed to engage in composting of organic materials generated from their households, to include kitchen wastes not prohibited under subsection (C)(2) of this section and yard wastes. Composting shall be conducted in a sanitary manner which prevents nuisance conditions that include, but are not limited to, those that attract vermin or create noxious odors.

    2.

    The outdoor composting of any meat scraps, dairy products, cooking oils, (such as lard, vegetable oil, and bacon grease) and pet feces is prohibited.

    3.

    Composting shall be confined to an enclosed structure in an area not greater than fifty square feet for any given household.

    D.

    The director of the department of environmental services, or his designee, shall be responsible for the enforcement of this provision.
