§ 3.16.040. District No. 1—Created—Boundaries.

The city council declares and finds that the existence of the conditions set forth in Section 3.16.030 shows the necessary degree of blight for creation of a tax incremental district pursuant to Article 1066d T.R.C.S. (1979), and, further, that improvement of the area is likely to enhance significantly the value of substantially all of the other real property in the district, so declares the area shown on Map "A" as Tax Incremental District No. 1, City of El Paso, such area being also described as an area in the CBD bounded on the north by Interstate 10, on the east by Virginia Street and St. Vrain Street, on the west by the west side of the Union Depot, and on the south by Paisano Street.
