§ 2.70.040. Duties.

  • The Commission shall perform the following duties:

    A.

    The commission will select from among their members a chairman, a vice-chairman, and alternate vice-chairman; they shall adopt rules and regulations for the government of their own proceedings, and to carry out the purposes for which the board is created, not inconsistent with the Charter and ordinances of the city. The commission shall have the authority to create subcommittees, both standing and special, comprised of commission members and clothed with the authority that the full commission shall delegate.

    B.

    The commission shall obtain and maintain all appropriate records, with requirements for security and confidentiality strictly observed, in accordance with the Texas Open Records Act.

    C.

    The commission shall conduct hearings and investigations subject to the approval of the mayor and city council and in accordance with the Texas Open Meetings Act, but all hearings and investigations shall be conducted with respect for the dignity, rights and liberties of all persons. The commission, however, will not have the authority to issue subpoenas or subpoenas duces tecum, nor the authority to compel the production of evidence at such hearings.

    D.

    The commission shall report, at least quarterly, to the mayor and council.

    E.

    Members of this commission shall have the same legal protection in the exercise of their legitimate duties as that given to any member of an advisory body to the city council of the City of El Paso.
