§ 15.20.010. Purpose.

  • The purpose of this chapter is for the elimination or reduction of pollutants from entering the city's municipal separate storm sewer system and for control over discharges to and from the system. The provisions of this chapter are to complement the health and safety ordinance, the public services ordinance, the streets, sidewalks and public places ordinance, all agreements with the city and the building and construction ordinance. It shall be the purpose of this chapter:

    A.

    To maintain and improve the quality of surface water and groundwater within the jurisdiction of the city.

    B.

    To prevent the discharge of contaminated stormwater runoff from industrial, commercial, residential, and construction sites into the municipal separate storm sewer system (MS4) and natural waters within the city.

    C.

    To promote public awareness of the hazards involved in the improper discharge of hazardous substances, petroleum products, household hazardous waste, industrial waste, sediment from construction sites, pesticides, herbicides, fertilizers, and other contaminants into the storm drains and natural waters of the city.

    D.

    To encourage recycling of used motor oil and safe disposal of other hazardous consumer products.

    E.

    To facilitate compliance with state and federal standards and permits by owners and operators of facilities engaged in industrial activities and construction sites within the city.

    F.

    To enable the city to comply with all federal and state laws, regulations and permits applicable to stormwater discharge.
