§ 15.04.150. Books, records and accounts—Refusal to maintain—Forfeiture of franchise.

Refusal of any person engaged in business as a public utility, to keep and maintain in the city books, records and accounts as required in Section 15.04.140 shall constitute a ground of forfeiture of the franchise granted such person by the city and all rights and privileges acquired thereunder, and the city council shall have the power upon such refusal to declare by resolution or ordinance such forfeiture and suit may be instituted by the city in a court of competent jurisdiction for the purpose of having such forfeiture judicially declared.
