A fuel flowage fee of eight cents per gallon shall be payable to the city for all
aircraft fuel sold or delivered into an aircraft at the El Paso International Airport,
except: (1) where a different fee is established by any lease or airline operating
agreement with the city of El Paso in force and effect at the time this section is
approved by the city council and provided that the exception for fees established
by existing lease or airline operating agreements shall not apply after the expiration,
termination or cancellation of any such lease or airline operating agreement; or (2)
if the aircraft fueled is being used in connection with operations of a tenant leasing
space in cargo buildings owned by the city of El Paso, located at 301 and 501 George
Perry Blvd., El Paso, Texas.
