§ 12.56.020. Installation.

  • A.

    The International Bridges Director shall install or remove parking meters in the metered parking spaces established as provided by this chapter. Such meters shall be capable of being operated, either automatically or mechanically, upon the deposit therein of an appropriate coin, or coins, of United States currency, authorized tokens or a parking meter fee debit card or other approved payment method for the full period of time for which parking is lawfully permitted in any metered parking space.

    B.

    A parking meter fee debit card means a card to be used as a substitute for coins to obtain time on a parking meter.

    D.

    Each parking meter shall be so designed, constructed, installed and set that upon the expiration of the time period registered, by the deposit an approved payment method, it will indicate by an appropriate signal that the lawful parking meter period has expired, and during said period of time and prior to the expiration thereof, will indicate the interval of time which remains of such period.

    E.

    Each parking meter shall bear thereon a legend indicating the days and hours when the requirements to deposit an approved payment method therein shall apply, the value of the money to be deposited and the lawful period of time permitted for parking by meter actuation in the metered parking space in which such meter is located.

    F.

    Parking meter fees shall apply in all areas between the hours of 8:00 a.m. and 6:00 p.m. of every day except on officially designated city holidays and Sundays. The International Bridges Director shall make recommendations to city council for exceptions to the days and times when parking meter fees shall apply.

    Exceptions:

    1.

    Parking meter fees shall not apply during the hours of the day when the fee is specifically exempted for special downtown events or events permitted with a special privilege license and event permit.

    Parking meter fees shall not apply on Mills Avenue north side, between Campbell Street and Virginia Avenue on Tuesdays during scheduled city council meetings.

    4.

    Parking meter fees shall apply within the uptown parking benefit district, bounded as described in Section 12.88.230 of the City Code, as amended, between the hours of 8:00 a.m. and 12:00 a.m. of every day except on officially designated city holidays and Sundays.

    5.

    Without affecting the provisions of Section 12.56.020 F.3., parking meter fees shall not apply for the first hour during which a vehicle is parked at a parking meter on the north side of East Mills Street between North Campbell Street and North Virginia Avenue. If a vehicle is parked for more than one hour at that location, the established parking meter rates shall apply.

    6.

    Parking meter fees shall not apply for the first hour during which a vehicle is parked at a parking meter on the north side of Texas Avenue between North Virginia Avenue and North Saint Vrain Street. If a vehicle is parked for more than one hour at that location, the established parking meter rates shall apply.

    7.

    Parking meter fees shall apply on the portion of North Coldwell Street within "Zone A" of the downtown parking district for a 24-hour period of every day except on officially designated holidays.

    8.

    Parking meter fees shall not apply for the first 15 minutes during which a vehicle is parked at a parking meter along Cincinnati Avenue between Mesa Street to the west and Stanton Street to the east. If a vehicle is parked for more than 15 minutes at that location, the established parking meter rates shall apply.

    G.

    Parking at a space with a meter may be prohibited as indicated by street sign for designated days or hours of the day. Penalties for parking during the prohibited times shall apply regardless of whether the payment of the parking meter fee was made.
