§ 12.08.070. Traffic engineer—Powers and duties.

    It shall be the general duty of the traffic engineer, subject to the approval of the city council, to regulate traffic under the provisions of this title, to establish, change, remove or prohibit, as conditions may require, boulevard stops, pedestrian lanes, parking spaces, parking time limits, safety and loading zones, "U" turns, right and left hand turns, traffic lanes, public carrier stands, and other necessities of city traffic all in the interest of public safety and convenience, and based upon engineering investigations of traffic conditions pertinent thereto; provided, that nothing in this section shall be construed as conferring upon the office of traffic engineer any duties or authority concerning traffic law enforcement.

    B.

    The traffic engineer may test all forms of traffic-control devices or regulations under actual conditions of traffic.

    C.

    The chief of police is empowered to enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than one hundred and twenty days.

    D.

    The traffic engineer may, as considered necessary, establish construction site speed zones for road and highway construction projects within the corporate limits of the city. Any change from the speed limit in effect prior to commencement of construction shall be only for the duration of the road or highway construction project. The chief of police is empowered to enforce such speed limits for the duration of the construction project.

    E.

    Notwithstanding the prohibitions contained in this title, the traffic engineer may establish alternate routes for large vehicles as defined in Sections 12.40.040, 12.40.050 and 12.40.060 when necessary for road and highway construction projects within the corporate limits of the city. Any alternate route created pursuant to this subsection shall be in effect only for the duration of the road or highway construction project.
